天然氣供應協定延至12月簽署

天然氣供應協定原定4月15日簽署,但獲大馬氣體給予至12月31日的寬限期內簽署;公會勸告個別公司與大馬氣體(GASMSIA,5209,主板貿服組)簽約。

目前仍有部份公司未簽約,公會交由個別公司釐訂其每日用量。

 

若每日用量增加10%,將需付3倍再乘以20%的價格,這無形中對業者構成很大負擔。

“從技術觀點看,越小的膠手套業者越容易踰越這10%區帶,因此業者需確保簽訂的每日用量夠用;在天然氣供應協約下,也容許業者調高每日天然氣需求。當然,在未調整前,先需獲得大馬氣體的同意。"

“目前的一個挑戰是,在需求調高時,大馬氣體多久時限內能及時反應?"

林魁賢說,如果未獲得同意,那將列入超出每日用量範疇內,需付出“天價"的高購買天然氣,這是買賣兩方所需特別留意之處。

他相信,在這段寬限期內,使用者有足夠時間確定與測定,在哪個時段需有高於平時的使用量。

他解釋,需要遵從這個機制,因現貨調整若設定為年度使用量的運作機制,這將落入“買多少付多少"機制。

“若每年設定很高天然氣需求量,以避開繳付高附加費用,但最終卻沒有用盡這些天然氣,那麼就應該支付有關用量的費用,這基本上是個平衡的動作。"

他希望在上述期限內兩方坐下來細談,以便在10月前便完成設定2014年的天然氣使用量。

“很多人對上述機制滿腹疑團,這對天然氣使用者,應該有一些其他方案來克服這個問題,且看看未來6個月會有甚麼進展。"

他披露,若以佔離岸價(FOB)計算,天然氣佔成本的10%,但佔原料成本的20%,沒有天然氣將令生產無法動彈。

他說,上述天然氣機制將試行至10月杪,希望從試行中漸漸找出契合的方案。

目前,政府津貼的天然氣價格,各區域的價格不同;大馬與亞洲的天然氣價格,介於每百萬英國熱量單位(mmbtu)16令吉30仙至16令吉50仙,大馬氣體宣稱有關市價約為每單位45令吉至50令吉,美國市價較廉。(星洲日報/投資致富‧企業故事)

膠手套商:政府應提供再投資獎掖

大馬膠手套製造商公會要求政府深入考量給予業者再投資獎掖,以獎勵邁向生產自動化的膠手套業,驅動國內鑄造與機械鏈帶的蓬勃發展。

該會主席林魁賢指出,很多個別膠手套公司已在若干年內宣佈斥資數億令吉作為生產自動化過程,這龐大投資的投入有助帶動以上行業蓬勃發展,因此要求政府給予再投資獎掖,以能享有更低實際稅率是公會與業者所極力爭取的。

 

他早前在一項訪談中指出,如果能夠給予上述獎掖,勢將鼓勵國內五十多家年出口達105億令吉的膠手套業者,雷厲風行展開自動化,從而促成鑄造與機械業蓬勃發展的同時,也減少對外勞的倚賴。

去年,該會已要求國際貿易部考慮發再投資獎掖予業者,但該部以公司已超越享受上述獎掖的15年年限,因而否決請求。該會將再提出再投資獎掖要求。

展開生產自動化進程

林魁賢說,膠手套業目前已開始自動化進程,一些業者已斥資2億至3億令吉作為自動化進程;這項投資非常龐大,業者要求再投資獎掖,以從所投下的資本獲更低稅率抵銷所投龐大資本開銷。

他指出,手套業生產自動化是未來趨勢;以往是在機械與生產與包裝程序,更早些時涉拉膜程序,未來將集中在設廠或其他更大開銷。

他說,膠手套業營運良好,負債比偏低,內部資金與銀行融資一般都沒有問題。

他預期未來3年內,膠手套業將邁向高度自動化。

“基於膠手套成長14至15%,整個營運程序還是需要人力監督。在高度現代化進程中,所聘請人力不減,因為技術、工程與行政崗位,也需增員。"

去年膠手套業出口至180個國家,出口達105億令吉,在中國H7N9肆虐下,確認的訂單更早更多,危機意識促使很多買家庫存備用。一般膠手套若妥善貯藏,可耐3至5年,不過一般在一兩年就使用。

他預測今年膠手套銷售可成長8至10%,去年低基礎比較而成長14%,相信每年平均可增長10至12%。

與此同時,他說,儘管政府有設立統辦中心,但在申請提昇廠房設施或自動化過程時,面對諸多各支援機構的協調與問題,延緩進程。

“涉及的機構很多,有國家能源、環境局、機械局、消防局、水務局、土地局與地方政府執照,儘管大馬投資局有統辦中心,聲明審批可在3天完成,整個程序2週搞定;然而,實際經驗卻是,跑完所有這些機構,若能在一兩個月完成,業者已感到欣慰。"

他建議政府規定各局需在多少天發出支援文件,若文件延緩發出,便算違反關鍵表現指標;造成延緩的另一原因,是官員出席會議後,便沒有人審批文件。

他說,科技已一日千里,政府機構需與時並進,延誤意味經商成本增加,目前仍有簡化程序的空間。

最低薪金制衝擊大

林魁賢說,雖然政府對中小企業延緩實施最低薪金制,但膠手套製造商不在延緩執行的範疇內,因此最低薪金制在膠手套業勢在必行,這對依賴勞力的手套業的衝擊是非常大的。

他說,除了勞力為主員工數目龐大,業者也考量生活水平提高,而對低熟練與熟練工人調薪,這促成薪金調漲達15至25%。大部份業者已在上半年調整基薪,另一些調薪也延至下半年,因此有關衝擊可延至年杪。

目前,膠手套業聘請3萬2千外勞,這在100多億的領域僅佔少數。

為了克服這方面的挑戰,膠手套業者皆通過加快自動化進程,以達到調控成本之目的,並與世界競爭;世界上其他國家的勞力成本也在增長中,這紓解我國勞力成本增加的壓力。

總之,對膠手套業的扶持,須有足夠的外勞,若沒有足夠外勞,業界須付很多超時薪金;如果國內勞力能填補有關空缺,這將沒有問題,國內勞力則只要求工作8小時,這是該領域面對的問題之一。(星洲日報/投資致富‧企業故事)
